Abstract
Concepts of learning usually change according to the development of science and technology. The changing concepts and strategies of learning require teachers to be creative and dynamic in designing a learning in such a way that it is oriented to achieve a good quality of learning in schools. One of the learning strategies of high quality is that recomended from total quality management (TQM). Based on this concept, learning should be designed with the orientation to students’ needs utilizing all learning sources in such an optimal way that students can participate actively in learning process. In learning design, there are two approaches: top-down (teachers) and bottom-up (students). It is expected that both approaches can combine learning needs from both teachers and students so that student’s need oriented-learning can be achieved.
